The Pribilof Order
The rejection was bad news for Pribilof School District — the remote district was out more than $300,000 in funding for E-Rate services. The rejection was a result of big changes to the application system, including a new online portal with glitches galore. PSD was four days late in submitting — well within the 14-day grace period — but the application was denied. PSD called SERRC for help. Kela Halfman worked with PSD to develop file an appeal, the first of three allowed. It was denied. Unfazed, Kela brought in an experienced attorney to try again. After the second denial, they were prepared to try one more time. Kela contacted Alaska’s congressional delegation to petition the FCC. It finally worked. Two years after the initial denial, the FCC issued the Pribilof Order, which allowed PSD and other similarly situated school districts around the country to waive the deadline and receive funding. “Your school districts are like my kids and nobody messes with my kids,” Kela said.
